Exploring city’s economic opportunities and challenges

Hong Kong Institute of Asia-Pacific Studies’ second public policy forum concluded

30 June 2025

The second public policy forum held by the Hong Kong Institute of Asia-Pacific Studies (HKIAPS) to mark its 35th anniversary focused on the opportunities and challenges facing the city’s economic development.

The event on 20 June attracted over 50 local politicians, scholars and members of the public to the campus, while nearly 100 viewers joined via livestream.

At a time of global economic restructuring and escalating regional competition, the forum provided a platform for participants to share their insights and policy recommendations on Hong Kong’s economic transformation.

Officiating at the forum were Andrew Lai Chi-wah (second from left), Permanent Secretary for Financial Services and the Treasury (Treasury) in the HKSAR government, and Professor Anthony Fung Ying-him (centre), Dean of CUHK’s Faculty of Social Science and Director of HKIAPS. The forum was moderated by Professor Hong Ying-yi (second from right), Associate Director of HKIAPS.

Three distinguished speakers shared their expertise. Professor Terence Chong Tai-leung (far left), Executive Director of Lau Chor Tak Institute of Global Economics and Finance at CUHK, elaborated on paradigm shifts in Hong Kong consumer behaviour. Professor Billy Mak Sui-choi (far right) of the Department of Accountancy, Economics and Finance at Hong Kong Baptist University analysed the institutional constraints on Hong Kong’s fiscal sustainability. Dr Hoey Simon Lee, a Legislative Council member, shared his view on the city’s evolving industrial positioning.
