Leaping to greatness

CUHK charts institutional roadmap for 2026–2030

14 August 2026

CUHK has launched its Strategic Plan for 2026–2030, mapping its five-year journey to deliver purpose-driven excellence, generate impact-oriented outcomes and create lasting societal contributions.

Building on the achievements of the previous strategic plan, the new institutional blueprint, CUHK 2026–2030, propels the University’s development over the next five years with the dynamic theme of “Leaping to Greatness”, which affirms CUHK’s collective resolve to advance its local, national and global impact with the courage, agility and strengths of a TIGER through the five interconnected pillars of Talent attraction and development, Institutional development, Global and alumni engagement, Education and student experience, and Research and innovation.

The TIGER framework of the CUHK Strategic Plan 2026–2030

CUHK stands at a pivotal juncture, shaped by China’s growing strengths in education, technology, and innovation, the rapid transformation of the Guangdong–Hong Kong–Macao Greater Bay Area (GBA), and Hong Kong’s unique position as a global hub for talent, research and knowledge exchange. CUHK 2026–2030 aligns closely with the National 15th Five-Year Plan and the policy direction of the HKSAR. It will enable CUHK to harness its distinctive edge to attract global talent, foster collaborations across geographical boundaries, promote cross-cultural exchange, and generate greater research and innovation impact. The University will also draw on its strategic presence in major Chinese Mainland cities to support national priorities in educational modernisation, scientific innovation and digital transformation.

Professor Dennis Lo Yuk-ming, Vice-Chancellor and President of CUHK, described the completion of the final draft of CUHK 2026–2030 as a university-wide endeavour: “It is the result of open dialogue, meaningful collaboration and collective wisdom of the CUHK community. My heartfelt gratitude goes to every member of the University who has supported this journey to ensure that our new strategic plan is grounded upon our shared vision.”

CUHK 2026–2030 is the culmination of an inclusive planning process involving extensive consultation across the University. Stakeholders were invited to contribute their insights through face-to-face engagement sessions and online consultation. These communication channels enabled the University to gather thoughtful perspectives and forward-looking suggestions from its members to help shape its future direction. The enthusiastic participation of stakeholders reflected their genuine commitment to the University’s continued growth.

Multiple consultative channels were established, including engagement sessions and an online feedback platform, to gather views from stakeholders for the planning of the new institutional blueprint.

A multifold journey

Professor Lo described the new strategic plan as a carefully designed itinerary for a multifold journey. “First, it guides us in turning challenges into opportunities,” he said, noting the University’s key challenges: intense global competition for talent and resources which calls for proactive strategies; geopolitical tensions that undermine international collaboration; global risks from climate change to public health threats that require solutions crossing borders and disciplines; and the uncertainties of the AI-driven era that reshape every aspect of higher education.

CUHK 2026–2030 outlines actionable strategies to strengthen the University’s academic and research excellence, generate knowledge with tangible societal impact, address sustainability challenges, expand international partnerships and reinforce its role as a global leader in responsible AI use and research.

The second journey takes CUHK from Hong Kong to the nation, and from the nation to the world. Building on its growing presence in the GBA and across the Chinese Mainland, as well as Hong Kong’s role as a super-connector, the University will further align with the national strategy of building China into a leading country in education. The new plan accentuates CUHK’s unique “East meets West” positioning and its distinctive identity as a bilingual and multicultural collegiate university. It aims to strengthen academic ties worldwide, including the Global South and Belt and Road regions; attract global talent; foster cross-cultural exchange; and advance world-class research with partners across sectors and regions.

The new plan sets clear directions for the University to bridge cultures in an interconnected world and modernise traditions with innovation. It enables CUHK to cultivate talent capable of navigating rapid technological change with confidence and becoming positive change agents in global communities. “It empowers us to turn our vision into action and co-create the future we share,” said Professor Lo.

CUHK 2026–2030 is a carefully designed itinerary for a multifold journey towards greatness.

A transformative leap

With CUHK 2026–2030, the University is ready to take a transformative leap, building on its strengths, embracing new opportunities and working with partners around the world to create meaningful impact. Guided by the TIGER framework, CUHK will advance with courage, agility and purpose to contribute to Hong Kong, the nation and the global community.
